The witness was walking his dog along Notre Dame Boulevard when he happened to look left across the street, where there was a row of two-story apartment buildings.
Then he saw the " man " floating through the air as if he were tied to a parachute. The only thing was that there was no parachute above the figure. He hurried to the back of the apartment complex, and there was no sign of the man or the parachute. It's completely gone.
