I was standing outside and waiting for a tow truck near the city of Fontana (California). Turning to face the mountains and at a height of 15 feet, I saw this large cluster of flickering light in the sky. At first I thought it was some kind of flock of birds. But they reflected light and moved randomly in a spiral. It was moving from east to west at the speed of an airship and did not gain or lose altitude, as far as I could see.
