A witness reported seeing an object circling in the sky and then landing about 200 feet (60 m) from his car.

At the top of the ship, a door opened and several "people" came out. They seemed like normal people. He could hear them talking, and apparently they had noticed the witness.

Then they entered the ship and left. The witness believes that it was a crashed spacecraft, which is now operated by the government.

They appeared to be normal looking humans. He heard them talking and apparently they noticed the witness. They then entered the craft and left. The witness thinks it was a crashed spacecraft now being manned by the government.
