Initial data
Last week, on the Reddit site, user rchr5880 published a story that happened about 15 years ago. A resident of the UK somehow met a police officer from the 1950s and almost got a fine.
The user doesn't remember the exact year of the incident: it was either in 2004 or 2015. At that time, the young Briton was working as a taxi driver and was absolutely sane. After work, he arranged to go to the movies with his girlfriend. As soon as his shift was over, he drove home, changed quickly, and headed to the movie theater in the then-popular 1992 Fiat Punto.
The road was surprisingly clear, and the young man was even able to pick up more speed than he should have. For a moment, the Briton was distracted to turn on the music, when suddenly a figure appeared on the road waving at him, although the hero of the story was sure that the road was empty.
After a moment, the guy realized that a policeman was waving at him. He stopped on the side of the road and the officer started asking various questions, including the reason for the speed increase. The police officer asked about the license plate of the car, which was yellow. This confused the law enforcement officer, because all the other cars, according to him, have a black sign. The numbers were really black, though, in the 1950s… Then the officer wanted to know the model of the car. As one might guess, he had never heard of the existence of the Fiat Punto.
The Briton noticed that the uniform of the police officer was strange, or rather old. This one, with a helmet, emblem and boots, was worn in the middle of the last century. It became clear that something was wrong.
For some reason, the police officer did not issue a fine, but ordered to replace the license plate with a black one. When the hero of the story got into the car and drove away, he saw that there was no officer behind him. The man couldn't have disappeared so quickly.
A resident of the UK is sure that he has somehow been in the past or that the police officer has somehow ended up in the future.
Hypotheses
Deliberate falsification

This version includes any falsifications that imitate unexplained phenomena both from the outside: practical jokes, flash mobs, fake news, witness fraud, staging, etc.
There are many ways to make something similar to a ghost or a flying saucer from improvised materials, without using video and photomontage.
Many homemade things made for the sake of a joke, a practical joke or a direct imitation of a mystical being or event can be taken as unexplained not only in photos and videos, but also in reality.
Investigation
Maybe the year was meant in 2004 or 2005?
