Initial data
The video appeared the other day from a user with the nickname lmx2001. Here's what he writes:
I set myself up that evening to watch the St Ives Hayle Beach Live Webcam UK webcam to watch the summer sunset over the sea - it's beautiful and always a bit romantic. At some point I suddenly noticed that above the sea surface "hangs" a mysterious object emitting a bright light. After a while, the glowing UFO hovering over the sea, at high speed moves to the left, again hangs in the air, and then "shoots" into the sky and disappears. I recorded all this on my computer...
Original news
Tuned in to Hayle Beach Live Webcam to watch a sunset and noticed a strange small light hovering above the sea so i used a desktop screen recorder to capture it. The light then suddenly darts to the left over a distance at high speed then stops sharply where it just hovers again. Then towards the end of the video it shoots straight up through the sky very fast and is gone. Watch full screen for better clarity!!
Hypotheses
UAV

Unmanned aerial vehicle (UAVs, also sometimes shortened as BLAH; colloquially sometimes referred to as "drone" or "drone" (from the English. drone — drone)) — aircraft without crew on Board. Created for aerial shooting, monitoring ground objects and other tasks in real time.
Distinguish UAVs for military and civil purposes.
Also they are divided into:
Mounting

Photo editing began to be used almost immediately after the advent of photography techniques. They were divided into methods of photomontage without manipulation of the image after receiving the photo and retouching of the photo itself or its negative (plate, film, etc.)
Deliberate falsification

This version includes any falsifications that imitate unexplained phenomena both from the outside: practical jokes, flash mobs, fake news, witness fraud, staging, etc.
There are many ways to make something similar to a ghost or a flying saucer from improvised materials, without using video and photomontage.
Many homemade things made for the sake of a joke, a practical joke or a direct imitation of a mystical being or event can be taken as unexplained not only in photos and videos, but also in reality.
Investigation
A quadcopter with a bright lantern is quite capable of giving such an effect. We can assume that the people in the foreground control it. They know it's going to get on camera, so they're doing it in the center of the frame.
