Initial data
A resident of the Australian state of Queensland on 31 January 2017 photographed over lake Proserpine unusual celestial phenomenon.
Proserpin a huge lake, spread over 44 square miles, and abounding with whirlpools and underwater snags, is the most popular among the fishermen of the Western part of Australia. But from November to February, when the fishing season the lake is closed, there is not a lot of people.
The author named Gavin went to the lake to photograph some landscapes and noticed in the sky a dark blue circle in the center of which a funnel whirling white clouds.

Hypotheses
Cloud (natural and man-made)

Clouds are the products of condensation of water vapor suspended in the atmosphere, visible in the sky from the surface of the earth. They consist of tiny drops of water and/or ice crystals (called cloud elements).
Investigation
Similar circular or elliptical shape the clouds take, thanks to the planes, and propellers. First, in the vertical direction of the clouds should be thin. Second, the aircraft must fly through it at a certain height is below six thousand meters, otherwise the effect of leaky clouds will not work.
If these conditions are met, then, flying through a thin cloud layer (typically cirrocumulus or altocumulus), the plane creates a large pressure drop, condensation occurs — the process of Bergeron — Findeisen, the precipitation falls as snow, and because of this cloud-formed hole.
