Initial data
On October 23, 1985, the Baliysky-35 telohod was on the Luben-Riga course. The weather was good, visibility was -5 points. At 4.25 a.m., a bright dot flashed on the left of the course at an altitude above the horizon of about 20. Rapidly pulsating concentric circles-"waves" of bright pale green color-began to move in all directions from her.
After a few seconds, when the radii of the circles increased, only the outer circle remained, and instead of the inner circles, beams of rapidly pulsating waves appeared. The outer circle continuously increased with decreasing speed. This phenomenon leaves a bright light reflection on the surface of the water.
The first three phases (flash, pulsating circular wave beams) lasted no more than 2-3 minutes. Then the waves disappeared, and the circle, growing in size, became thicker. The stars were clearly visible inside the wheel. The central point dimmed, became enveloped in a haze and pulsed faintly. With the increase of the "wheel" in size, which was happening more slowly, the intensity of the glow decreased.
Finally, the ring reached a huge size, its lower part disappeared over the horizon.
At 4.45 the phenomenon stopped.
All the instruments were working fine, nothing ordinary was observed in the radar. The phenomenon was observed by XO Rudometov V.P., helmsman Naumov G.G., (he will additionally report that at stage II a pale blue haze appeared inside the circle, and the hoop itself had a pale blue color), navigator Serebryannikov V.N.
In fairness, it should be noted that this "wheel" was of a completely different nature, since it was observed entirely in the atmosphere. There have been no analogues of this phenomenon so far.
Hypotheses
Booster, the rocket and tracks

For UFOs often take stages of rockets, parts of space ships burning in the atmosphere, the launches of various missile technology for military purposes, etc., and traces from them. They attract attention mostly in the dark, but in the day time have a greater aura of mystery.
Formation of the track of the launch vehicle occurs in the tropopause (the layer between the troposphere and stratosphere), which sharply reduced the vertical temperature gradient. The emergence of the so-called "jellyfish" influenced by water vapor, which are subject to enhanced condensation.
