Initial data
The truck driver was driving south on Interstate 25, the night sky pitch-black; there was no moon or cloud cover visible.
Traveling at 63 mph, he noticed a bright blue light about half a mile ahead on the exit ramp, the south side of Exit 138. It was a blue laser, similar to the light that some people used on the hoods of their cars.
As he got closer to the ramp, he saw two figures about 3-4 feet (0.9-1.2 m) tall, each holding a blue light or light coming from the area of their head. He couldn't tell for sure. As he continued, the figures seemed to be looking north and south. They looked at his truck as it passed by.
The figures were dressed in loose bright silver suits, similar to HAZMAT suits. He couldn't tell if they were wearing helmets. The terrain was flat, and he didn't see any vehicles in the area.
The ramp was an overpass, so nothing could be out of his sight. He slowed down to make a U-turn, but it was 30 miles down the road to the next exit.
