Initial data
Famous UFO researcher Scott C. Waring wrote in his blog:
This is a great example of the UFO, around which the disk formed a cloud so he could fly low and close to the people.
I wouldn't be surprised if they had Windows or transparent walls, allowing the aliens to look at people and actions at the bottom.

This is a great example of a UFO that has made a disk cloud around it so that it could fly low and close to the public. Look how low this one is. It wouldn't surprise me if they had windows or transparent walls that allow the aliens to look down at the people and activities below. Absolutely amazing catch of a perfect disk over England yesterday. Aliens have been around us for thousands of years, but we are wising up, our technology and our intelligence is increasing and they wont be able to hide from us for long. The public will expose them. We don't need any help from any government. We have the man power, we have the skill, we have the passion to accomplish it.
Scott C. Waring
Hypotheses
Cloud (natural and man-made)

Clouds are the products of condensation of water vapor suspended in the atmosphere, visible in the sky from the surface of the earth. They consist of tiny drops of water and/or ice crystals (called cloud elements).
Investigation
This cloud does not appear to be any unusual properties and looks like a normal cloud lenticular. Lenticular clouds are a rare sight, especially in a mountainous area (located near the national Park of the Brecon Beacons, located in four mountain ranges located in the southern part of Wales).
