Report on the meeting of S. Shadrin with Sergey V. Kuvshinov, an eyewitness to the event on February 14, 1989.
We met with an eyewitness of the event and the author of the message about it at their apartment, in a room from the window of which Sergey Vladimirovich (29 years old, an officer) and his wife Svetlana Valeryevna (25 years old, a housewife) observed an unusual phenomenon in the sky of Tosno on the morning of February 14.
The first thing that turned out at the meeting was that the author of the message and the drawing to him was not Svetlana Valeryevna, but her husband, who did not dare to sign the letter with his name, fearing undesirable consequences in the service, in case his message about the UFO miracle was announced.
Sergey Vladimirovich studied at the school of painting and, according to him, everything that could be said about this phenomenon, he conveyed in the drawing, everything except movement, naturally.
As for movement: the object was moving from the point at which it was detected (east - 0 degrees, elevation - 15 degrees), to the southwest along a slightly pronounced curve curved upwards. the movement was uniform without yawing, which was surprising in the presence of a zigzag tail. It was difficult to judge the flight speed, given the long distance, the object seemed to be moving very fast, but the angular displacement was insignificant. The timing attempt failed, because the sense of real time was completely lost from the surprise of what was happening and the "10 minutes" indicated in the message were named very approximately, since they actually consist of observing the flight and waiting for it to continue, after the glow faded, which looked like the fading of a spotlight when it turned. When the glow stopped, there was a feeling that the object was continuing to fly, being already invisible.
The phenomenon was observed in complete silence, its appearance, appearance and disappearance were so unlike anything previously seen, it was so colorful and bright (it became light in the room) that the idea of aliens arose immediately, this is natural, since S.V. read the latest publications about UFOs in Leningrad newspapers, which prompted him, some time later, sketch from memory, and briefly describing the event, report it to the Commission on [A], ceding authorship to his wife for the reason mentioned above.
The object was observed by the couple on February 14, 1989 at 7-25 from a room with a window facing east (5th floor). The observation time is about 10 minutes. the trail left by the object was viewed for more than half an hour. The diameter of the core is 0.5 cm, the diameter of the halo is 3 cm, the length of the eyewitness's arm is 60 cm.
Hypotheses
Booster, the rocket and tracks

For UFOs often take stages of rockets, parts of space ships burning in the atmosphere, the launches of various missile technology for military purposes, etc., and traces from them. They attract attention mostly in the dark, but in the day time have a greater aura of mystery.
Formation of the track of the launch vehicle occurs in the tropopause (the layer between the troposphere and stratosphere), which sharply reduced the vertical temperature gradient. The emergence of the so-called "jellyfish" influenced by water vapor, which are subject to enhanced condensation.
