Sky Lantern
Sky Lantern (Chinese flashlight, Thai flashlight) - paper flying luminous structure made of rice paper stretched on a light wooden frame, bamboo ring, burner.
Investigation
Since the video was shot in IR mode, the lights look very bright, but they may well be sky lanterns that fly in the wind. The lights also flicker a little and sway when moving. At 0:51, one of them can be seen starting to go out.
To confirm or refute the version, you need to find other witnesses who could record them on video in the usual mode.
