Initial data
Kochenkov A.S. writes to the Commission on the:
I read an article about UFOs in Trud for December 30, 1985 and about your request to report that someone may have observed something. I'm telling you in order.
I went home with a friend (a physics teacher) after work about 19-00 hours. suddenly, I saw a bright star in the sky, which was larger in size than the other stars, and in color resembled a house lantern with a pen pointing at your face.
Around this "lantern-star" there was a round circle slightly lighter than the sky, which began to increase in size. And the "lantern-star" began to turn into a beam directed along the diameter of this circle and down to the earth. Then this circle spread out to the sides, becoming wider and wider, and the beam longer and longer. Both the beam and the circle gradually dimmed and then disappeared altogether.
We observed all this for 20-30 minutes. I live at the address Rostov, Yaroslavl region, 1 microdistrict.
I am a physical education teacher at secondary school No. 3. Surname Kochenkov A.S.
I don't know what we saw and whether it will be of value to you. But I felt it my duty to respond to your request. If you are interested, I can make color drawings of what I have seen.
Yes, I forgot to specify the date when it was. December 28, 1984. That's for sure.
Hypotheses
Booster, the rocket and tracks

For UFOs often take stages of rockets, parts of space ships burning in the atmosphere, the launches of various missile technology for military purposes, etc., and traces from them. They attract attention mostly in the dark, but in the day time have a greater aura of mystery.
Formation of the track of the launch vehicle occurs in the tropopause (the layer between the troposphere and stratosphere), which sharply reduced the vertical temperature gradient. The emergence of the so-called "jellyfish" influenced by water vapor, which are subject to enhanced condensation.
