Initial data
From a letter to the Commission on AYA from 1997:
My uncle Dmitry Sergeyevich Chigrin, at one time served in missile units. He was connected with both the KGB and the Secret Services, which were then dealing with the UFO problem.
In 1978. by 19 o'clock, a UFO hovered over a military facility (it is not far from Murmansk). The object hovered over the base. He was emitting 4 searchlights. The object itself radiated a bluish-steel uvet.
The searchlight beam was with brightly outlined edges of cold glow (like bright phosphorus).
After 10 minutes, the object picked up speed and disappeared.
Everyone had a feeling of fear.
After that, all the employees were brainwashed. He says that "my consciousness does not belong to me, but to someone else. I feel someone else's thoughts, someone else's influence," etc. After that, his whole life went awry
Hypotheses
Deliberate falsification

This version includes any falsifications that imitate unexplained phenomena both from the outside: practical jokes, flash mobs, fake news, witness fraud, staging, etc.
There are many ways to make something similar to a ghost or a flying saucer from improvised materials, without using video and photomontage.
Many homemade things made for the sake of a joke, a practical joke or a direct imitation of a mystical being or event can be taken as unexplained not only in photos and videos, but also in reality.
