Initial data
Chereshnev V.N. writes to the Commission on the:
I read an article in the newspaper "Trud" and decided to tell you about the phenomenon that I observed at the beginning of January this year. Unfortunately, I didn't remember the dates, because I didn't attach any importance to it at the beginning, but I remembered the time exactly. When I first saw this phenomenon in the evening sky, I looked at my watch, it was 17-55, and the date, in my opinion, was January 4 or 5.
I will describe everything in order and tried to draw what I saw.
a few words about yourself. I work at the Kalinin production association "Khimvolokno" as the head of the department of electrical supply. Age 47, married, have 2 sons. I live in the village of the Chemical Institute of Kalinin. Graduated from the Institute of Textile Industry in Moscow, I have a degree in industrial heat power engineering. I served in the army as a mechanic of radar stations, a radar operator, I know radio engineering well, I have been working all my life on the operation and repair of electronic technical devices from an electrician to a shop supervisor. I write in such detail in order to make it clear that professionally I can distinguish, say, an electrical phenomenon or a light source of terrestrial origin from something unusual. Of course, I can not categorically assert, I can make a mistake. I will be very glad if you explain to me the essence of the phenomenon that I observed.
As I said on January 4 or 5, I was driving from work to the village of Krupsky, where my father-in-law lives (it is located on the outskirts of Kalinin near the Moscow-Leningrad railway). Having reached the Green Lane stop . I went on foot through the railway track, on both sides there are industrial buildings and a green zone, there are no residential buildings. Approaching the railway track, I suddenly felt some kind of anxiety and somehow subconsciously realized that it was connected with the sky.
In the direction of the southwest there was some strange glow in the form of a three-dimensional ball with sharply defined borders. Both the lower and upper parts of the ball were clearly visible. The lower one touched the ground and captured it, the lower one was high in the evening sky.
It was twilight, or rather the dark sky was starry. In the center of the ball, a glowing yellow spot was viewed with two inclined rays at about a 30-degree angle from the spot to the ground. The light was some kind of diffuse flickering very abruptly ended at the edges of the ball and seemed to glow. I stopped a man coming to meet me and asked him to look at the sky. After looking at it, he said that some very strange lantern, the plane had been dropped (there were flights of planes at that time). But we stood for about 5 minutes, the spot did not move, and the hum of the planes soon subsided. The spot was at = quite high above the horizon at an angle of 45-60 degrees from the observer, and apparently very high, but the light reached the ground. The spot was the size of a one-kopeck coin (and even smaller). Another man came up to us and also said that he had not seen anything like it, "maybe it's a satellite," he said.
The phenomenon was observed for 15-20 minutes, then it gradually began to fade. I didn't watch him until the end, since I got on a trolleybus. When I got out of the trolleybus, I looked at the sky, there was nothing there anymore.
While I was watching him, I did not leave a feeling of some kind of anxiety. Once again, I say that I did not look like terrestrial light sources (at least, those that I know).
Note: the very next day I told my colleagues at work about what I saw. We laughed that it was some kind of spy satellites and, to be honest, after a while I forgot. And at the end of the month, one of the colleagues said that some strange phenomenon similar to what I told was described in the newspaper Trud. That's where my letter to you comes from.
Hypotheses
Light sources on clouds

Lasers, searchlights, car headlights and other light sources of sufficient power can form a column of light in a dusty or foggy atmosphere, various patterns on low clouds, fog or haze. Also, the rays can highlight parts of the cloud, objects or birds, giving them bizarre shapes.
Searchlights can shine with one beam, several. They can be stationary, move, and also form spinning carousels on the clouds, which can change shape and color.
It often seems that the light source is located at the point where the beam hits the cloud, and not vice versa.
Booster, the rocket and tracks

For UFOs often take stages of rockets, parts of space ships burning in the atmosphere, the launches of various missile technology for military purposes, etc., and traces from them. They attract attention mostly in the dark, but in the day time have a greater aura of mystery.
Formation of the track of the launch vehicle occurs in the tropopause (the layer between the troposphere and stratosphere), which sharply reduced the vertical temperature gradient. The emergence of the so-called "jellyfish" influenced by water vapor, which are subject to enhanced condensation.
