The document in "Blue Package" has a rather boring name: "On abnormal manifestations in the Alexandrov district of the Vladimir region."
It says:
... On March 21, 1990, the Alexandrov City Department of Internal Affairs received a number of phone calls from residents of the city and the district with information about the appearance of unidentified flying objects in the airspace.
When clarifying the information, it was found that quite a large number of residents of the cities of Alexandrovo, Strunino, Karabanovo, the villages of Arsaki, Shchuklino and other settlements on March 21, 20, 20, and 23:30 witnessed the flights of one (in some cases - two) UFOs, the configuration of which is difficult to describe.
Their flight was accompanied by periodic white light flashes, resembling the glow of an arced electric welding, at intervals of two to three seconds.
In the city of Karabanovo, one of the UFOs allegedly hovered over the "eternal fire" of the memorial to the fallen soldiers, and the emitted light pulse illuminated the earth's surface ...
To meet the mentioned UFO was raised fighter, piloted by the pilot of the first class Lieutenant Colonel Semenchenko A.A. He flew past one of the plates and on the background of the lights of Pereslavl-Salessky saw a black corps with two white flashing lights.
Soon the report of the lieutenant colonel appeared on the pages of the main military newspaper of the USSR "Red Star". It confirmed that the author visually discovered an unidentified target marked by two bright white flashing lights.
"The goal changed the direction of the flight and the altitude of 1000 meters," he wrote.
That is, it turned out that the experienced pilot observed a mysterious object and could not identify it. Thus, the existence of unidentified flying objects was confirmed once again, and in a widely distributed and very popular newspaper.
