Initial data
Valery Kara, the driver, writes to the Commission on AI:
I read your article in the newspaper Trud "At exactly 4.10" about UFOs and decided to write to you.
I observed something similar in the city of Murmansk in 1978, but it was only on a clear February day.
at about 12 o'clock in the afternoon, I saw "Polar Dawns" in the sky, a very beautiful phenomenon, and suddenly my attention was attracted by an object with a white plume, at first I took it for a jet plane flying at an altitude of 8-10 thousand meters, but the object was clearly large. I was watching him at an angle of about 70-75 degrees. I was about to stop my observations when suddenly the object stopped and hung motionless in the air. I was very impressed by this, I could no longer tear myself away from the object and continued to observe it.
The plume gradually disappeared, and the silver-colored object continued to hang in the air. and suddenly a light struck from the object, although it was so bright, but this light clearly stood out.
It felt like someone at the facility had opened the hatch.
The light fell from him only 200 meters away, vertically down. All this lasted no more than 2-3 minutes, and then the object began to rise up at a very high speed and disappeared.
This object did not look like a vertical take-off aircraft. I was doing parachuting. That's why I named the approximate height.
Hypotheses
Booster, the rocket and tracks

For UFOs often take stages of rockets, parts of space ships burning in the atmosphere, the launches of various missile technology for military purposes, etc., and traces from them. They attract attention mostly in the dark, but in the day time have a greater aura of mystery.
Formation of the track of the launch vehicle occurs in the tropopause (the layer between the troposphere and stratosphere), which sharply reduced the vertical temperature gradient. The emergence of the so-called "jellyfish" influenced by water vapor, which are subject to enhanced condensation.
