Initial data
Rodichenko V.L. from the city of Tapa writes to the Commission on:
I learned from our Republican newspaper that a mysterious phenomenon was observed from the Tbilisi-Rostov-Tallinn plane near Minsk. So, I want to report that I also saw something similar. Only it was around the first days of October last year. I worked as a train driver on freight trains. We replaced the arriving locomotive crew and had to continue to Narva. When we changed and were waiting for departure, I saw something like a lantern ahead on the left above a 5-storey building and a bright cone-shaped beam of light down from it. I also wondered where such a powerful flashlight could have come from there. I knew there was a lantern there, but it was impossible to see it now, because at the moment from behind the house.
When we set off, this lantern, similar to a searchlight, began to slowly rise up and gradually turned into a white spot. And then, when we were driving, this object was constantly in front of us to the left and had the shape of an oblong cloud. and the closer we got to Narva, the less distinct the outlines of this body became.
My assistant and other people standing on the passenger platform saw it too. It was at 4 o'clock in the morning.
And I remembered because at that time the passenger train Pskov-Tallinn was leaving.
That's probably all I wanted to tell you.
Hypotheses
Booster, the rocket and tracks

For UFOs often take stages of rockets, parts of space ships burning in the atmosphere, the launches of various missile technology for military purposes, etc., and traces from them. They attract attention mostly in the dark, but in the day time have a greater aura of mystery.
Formation of the track of the launch vehicle occurs in the tropopause (the layer between the troposphere and stratosphere), which sharply reduced the vertical temperature gradient. The emergence of the so-called "jellyfish" influenced by water vapor, which are subject to enhanced condensation.
